Setting:
Earth-16 isn't much different from the Earth we know. The one big difference is that everyone knows about superheroes, including the Justice League. Organizations like the League have been around since roughly the 1940s, so superheroes aren't a new thing. Because heroes tend to be well-known, people have a good idea of what Robin really looks like, though Dick's secret identity remains intact. Also, aliens aren't really a shock to anyone-- Martian Manhunter and Superman are known to be aliens and the Green Lanterns patrol the universe. It's even less of a shock to Dick, who works with aliens as well as Atlanteans on a regular basis. So some of the more exotic residents of Tu Shanshu won't faze him.
In terms of technology, Earth-16 is pretty much the same as modern Earth. Teenagers have iPhones, personal computers exist, cars and motorcycles are the norm. The only difference is technology the superheroes use. The League and Batman tend to have some pretty nifty gadgets. AIs and holographic images along with teleportation via zeta beams are uncommon among your average person, but are totally common for superheroes.
Obviously, people having superpowers is also relatively normal, but not overly common. People with powers fall everywhere in the spectrum-- good, neutral, bad. They can be inherited or given via wacky lab accidents or some other mishap. Magic, too, is not entirely unheard of. It's not widespread-- only a few characters in canon have anything like a magical power.
Personality:
Dick is a cheerful, capricious thirteen-year-old. He doesn't seem to take much seriously, aside from missions. This laid-back attitude combined with an outgoing personality means that he gets along with a lot of different people. Of course, being a thirteen-year-old, he can be immature at times and, especially at the beginning of the series, his capriciousness can cause problems for other people. Occasionally, he says a little too much without entirely realizing that, well, he should keep it to himself because he's embarrassing someone (or the information shouldn't be spread around.) Despite this, Dick can be somewhat mature and can withhold sensitive information-- he keeps mum about Miss Martian's and Superboy's relationship and, although he messes with her a bit, he keeps Artemis' identity a secret. Usually, he mostly says too much because he gets caught up in the conversation. Of course, he's not above teasing, especially when it comes to his BFF, Kid Flash.
He's adapted to the team dynamic by this point in canon, and communicates more clearly with his teammates. Although he takes his missions seriously, he keeps things light and playful until the situation calls for focus and seriousness. For instance, he cracks jokes and likes to play...unique wordgames (i.e. using "aster" as the opposite of "disaster," "traught" as the opposite of "distraught," etc.). Robin also occasionally flirts with the female members of the team, usually only when they first join. It's generally casual, on-the-cusp-of-adolescence kind of flirting. So he's definitely beyond the girls-have-cooties phase.
Although he's the youngest on the team, Robin is actually the most experienced out of all of them. This experience means that he is confident (sometimes overconfident) in his abilities. He keeps his cool in tough situations, always tries to find solutions, and does his best to see the mission through to the end, even if he has his misgivings as to the means to said end. All of this would seem to make him the natural leader of the team; however, he recognizes that he's not quite suitable yet, as he is still getting used to working in a group rather than as one half of the Dynamic Duo. He's frank about his limitations. This maturity extends to his own ability to examine his feelings and motivations: after one particularly traumatic mission, he is one of the few team members that opens up easily to Black Canary. In this session, he confides that he doesn't entirely agree with Batman's the-ends-justify-the-means policy and says that he fully intends to be Batman one day, just not the Batman. He keeps this opinion hidden from Batman because he values Batman's esteem and opinion of him. He doesn't want to disappoint or possibly offend Batman, either.
He doesn't have any superpowers but he's very intelligent and a natural tactician, so that tends to be his role on the team. Sometimes, he goes in without a plan, but has little trouble coming up with plans on the fly.
As for how he'll react to being in a world like Tu Shanshu, he'll probably be very skeptical at first. He is a detective and was trained by Batman himself, so taking things at face value from people whose intentions he doesn't fully understand isn't really in his nature. He might not argue the point, but he'll wait for further confirmation via firsthand evidence or accounts from people he trusts before he totally buys into it. After that, he'll probably freak out a little when he's by himself, but he's pretty good at putting on a brave face for most people. Once the (short) freak-out is over, he'll be all over the place, gathering information, making friends (or enemies. Or frienemies.), and generally getting sort of settled in.

The six hour journey from what they call the "Shell's Edge" to this looming city was a very tiring and uncomfortable one. Dick spent the vast majority of his time feeling vague and fuzzy-headed. He was still sore from the battle he'd just left too which, added to the super uncomfortable feeling of soaking wet clothes, made him a little less than cheerful. More pressingly, he didn't know how his friends were doing back home. Sure, time supposedly stopped but he was also supposedly in a world between death and dreams. Even though his head cleared more and more as they traveled, the confusion didn't diminish. In fact, once he was thinking more coherently, it got worse. Time stopping, dreams and death, overly friendly but not entirely human humanoids, an ocean, a strange... would this be a world or a dimension? All of this made him feel impatient and unhappy.
But he tried to make small talk with the kedan (which he supposed was their race, not their name. Imagine everyone being named Kedan). He didn't talk about himself, but he asked them as many questions as he could think of when he was feeling coherent enough to do so. They kept mentioning an Emperor. He filed that and what precious little information they could give him into the back of his mind. The kedan themselves, while unfamiliar, didn't do anything remotely hostile to him (they even left his utility belt intact. Most people would take it away if they were really dragging him off to see The Boss or something). So he stayed polite, if occasionally snappish out of impatience.
Hour six of their journey, a large city loomed in the distance. "Keeliai," they call it. The massive black wall is somewhat forbidding, Dick thinks, and gives him a vague feeling of being restrained. Or... perhaps there were things lurking around outside that needed to be kept out. He hadn't seen anything particularly suspicious, but he had been very drowsy for much of the trip.
He sits up a bit straighter as they go through the gates. A city meant civilization. Maybe he'd be able to find more people who could explain this. Because, right now? He's so not feeling whelmed.

These are some seriously nice digs. It's hard to believe that they have so many rooms "just in case," so I'm guessing this might be little more common than I was lead to believe. Do they employ kedan to wander around the Shell's Edge, plucking people out of the ocean? I wonder what you'd put on your resume: Plucker of Maybe Dead People Out of a Magical Ocean?
Anyway, I got the basic rundown from those kedan. Very friendly guys-- at least I think they were guys. But it'd be nice to have confirmation from more than one person. No offense to them, but I like cross-checking my sources.
And while we're on the subject: does anyone know anything about the Emperor? The kedan didn't speak about him too much.

Races and superpowers:
Earth-16 is home to humans, non-humans, and meta-humans. The term "meta-human" and "meta-gene" aren't used until the second season, so it's safe to say they probably haven't been coined yet. However, this encompasses people who, through some way or another, have a gene mutation that grants them superpowers. This could be natural (like Bart inheriting his grandfather's superspeed or Zatanna inheriting her father's magic) or could be induced (like Wally's experiment that gave him superpowers). In terms of non-humans, the major players in the show are Martian, Atlantean, Amazons, and Kryptonian.
Martians come from Mars and can be green, red, or white. They have strong mental power: this gift includes being able to read minds, being able to levitate objects, being able to connect people mentally in a sort of shared telepathy. They are also shapeshifters, capable of taking nearly any form with enough practice. They can even change their basic molecular structure; in one case, Miss Martian changes her very blood to match exactly the blood someone needed for a blood transfusion (this led to a mutation in the recipient, though that was only discovered much later).
Atlanteans come from the kingdom of Atlantis. They can take many forms, from the humanoid forms of Kaldur and Aquaman to the more creature-like Lagoon Boy. Military training as well as training in magic seem to be the norm for all young Atlanteans. Aqualad seems to have military training, and there are images of his fellow Atlanteans practicing magic as well as fighting skills. Living far beneath the ocean, their skin is tough and difficult to pierce. They can breathe underwater but can also breathe on the surface. Some can perform sorcery and can be very fierce physical fighters as well.
Amazons are a warrior race consisting entirely of women. They are much stronger and faster than almost anyone and can even fly. The one major character worth note who is an Amazon (in fact, she's the princess) is Wonder Woman.
Kryptonians are a dead race. As of now, the sole surviving member is Superman, as Superboy is only part-Kryptonian. Kryptoians have all sorts of incredible powers, including but not limited to: flight, heat vision, super strength, invulnerability, super hearing, and super speed. Their only weakness is Kryptonite, a meteorite from Krypton. It drains their power and causes enough pain to make a full-blooded Kryptonian pass out within seconds.
Benevolent organizations:
The Justice League is a coalition of superheroes-- some with powers and some without-- who came together roughly seven years ago to defeat an Appellexian (i.e. alien) invasion. This group worked in secrecy for about three years before becoming publicly known. Current members are Superman, Batman, Wonder Woman, Green Lantern Hal Jordan, Green Lantern John Stewart, The Flash, Martian Manhunter, Red Tornado, Green Arrow, Hawkman, Hawkwoman, Captain Marvel, Aquaman, Zatara, Captain Atom, and Black Canary. By the end of the first season, this expands to include Red Arrow, Plastic Man, The Atom, Doctor Fate (Zatara), and Icon. As the League is public knowledge, their actions are closely watched and scrutinized-- for example, adding new members to the League prompted a very serious, careful debate to ensure that the League was not going to appoint someone that would upset the delicate position they often find themselves in. The leader of the League currently is Batman, though it is largely a democracy.
The Team was founded in July, after several of the League members' protegees went on an unauthorized mission. Frustrated with being treated like kids and not let in on even basic League secrets, Robin, Kid Flash, and Aqualad went on an unsanctioned mission to investigate Cadmus. There, they found and freed Superboy, a clone of Superman. Once they'd banded together to fight the good fight, they were unwilling to disband. After three days' deliberation, Batman allowed the Team to be formed. However, they would function by League rules: specified training with Black Canary, missions sanctioned by Batman, and general observation by Red Tornado. The Team originally started as Robin (protegee to Batman), Kid Flash (protegee to The Flash), Aqualad (protegee to Aquaman) and Superboy (clone of Superman.) This quickly expanded to include Artemis (protegee of Green Arrow), Miss Martian (niece and protegee of Martian Manhunter), Zatanna (daughter of Zatara), Rocket (protegee of Icon), and Red Arrow (informally; former protegee of Green Arrow).
Malevolent groups:
The Light is a mysterious organization with members such as Vandal Savage, Klarion the Witch-Boy, The Riddler, Queen Bee, and Lex Luthor. The goal of the society is to bring humanity into "the light," that is, the next stage of evolution. To this end, they attempted to infiltrate and dismantle the League, as they saw the League as impeding evolution by protecting humanity from the forces that would force an evolution. Their goals and methods beyond that are murky and mysterious, though the less-than-honorable members show that the Light isn't entirely as benevolent as it sounds.
There was a group called the Injustice League that existed very briefly and served as a smokeshield for the Light. It included the Joker, Poison Ivy, Black Adam, Atomic Skull, Wotan, Ultra Humanite, and Count Vertigo. They directly opposed the League and started mayhem and chaos to get their attention. It was disbanded quickly, with most members ending up in prison.

- Excellent at gymnastics: He was born into a family of acrobats, so being able to perform complex aerial maneuvers comes much more easily to him than it would to most people.
- Expert martial artist: He's trained by Batman, meaning he's good at fighting many kinds of enemies. He can hold his own against your average thug and can even use his martial arts skill, gymnastic skill, and tactics to take down people with powers.
- Experienced computer hacker: He can seemingly hack his way through anything, given time and resources.
- Intelligent, able to come up with tactics on the fly: He's the natural tactician of the Team. Also he's a Mathlete. No, I'm not kidding.
- Excellent aim: He can toss Batarangs with pretty good skill, even within centimeters of the target (which is why Kid Flash still has his ear, really.)
- Strong and fast for someone of his build and his age (more agile than strong, however)
- Excellent detective: Again, he was trained by Batman to be observant. He's also good at the more mundane side of detective work: research.
Inventory:

- Batarangs: throwing discs that can serve a variety of purposes, such as communicating with others or even functioning as explosives. Some are just sharp throwing disks.
- Smoke bombs and flash grenades
- Rebreather: A small plastic device he can put in his mouth so he can breathe underwater.
- Eskrima: Short sticks with handles, made probably of durable but light metal.
- Communicator (non-operational in Tu Shanshu)
- Bolas: a rope with two weighted balls on each end, meant to be thrown and wrap around enemies.
- Holographic computer: Kept on his glove. May or may not be operational at the mods' request.
- Grappling gun
- Taser: also on one of his gloves. It can deliver quite a shock, but it can't take down someone of Superboy's caliber, for instance.
- Lockpick

Their goals and methods beyond that are murky and mysterious, though the less-than-honorable members show that the Light isn't entirely as benevolent as it sounds.
There was a group called the Injustice League that existed very briefly and served as a smokeshield for the Light. It included the Joker, Poison Ivy, Black Adam, Atomic Skull, Wotan, Ultra Humanite, and Count Vertigo. They directly opposed the League and started mayhem and chaos to get their attention. It was disbanded quickly, with most members ending up in prison.
